اردو سپیکنگ کمیونٹی کو جناح نے بطور گورنر جنرل سندھ میں مضبوط کرنے میں ہر ممکن کوشش کی اور اس کےلئے سندھیوں کے مفدات کو بھی نظر انداز کردیا۔ قیام پاکستان کے وقت تک سندھی مسلمانوں کی تقریبا 25لاکھ ایکٹر اراضی ہندوبنیوں کے ہاتھ رہن ہوچکی تھی۔ سندھ اسمبلی نے مارچ 1947 میں سندھ اسمبلی لینڈ اونرز مارٹگیج بل منظور کیا ور توثیق کے لئے گورنر سندھ کو بھیج دیا گیا۔ اس قانون کے مطابق ہندووں کے پاس رہن کردہ اراضی ان کے حقیقی مالکان کو واپس مل جانی تھی۔ یہ بل ابھی گورنر کے پاس زیر التوا تھا کہ اگست میں پاکستان بن گیا۔ قیام پاکستان کے بعد گورنر جنرل( محمد علی جناح) کی ہدایت پر گورنر سندھ نے اس بل کی توثیق کرنےسے انکار کردیا تھا جس کا واضح نتیجہ یہ نکلا کہ ہندووں کی چھوڑی ہوئی تمام متروکہ جائیداد کے زمرے میں چلی گئی جسے مہاجروں میں ان کے کلیموں کے عوض تقسیم کیا جانا تھا

مقامی آبادی کے مفادات پر منفی اثرات مرتب کرنے میں ایک اور عنصر بھی شامل تھا۔مہاجرین کی ایک قابل ذکر تعداد نے مہاجروں کی آبادی اور بحالی کے محکموں اور سرکاری افسروں سے تعلقات اور ملی بھگت سے جعلی کلیموں پر متروکہ دکانیں، گھر ، اراضی وغیرہ حاصل کر لیں۔ جب کہ مقامی سندھیوں کو شہروں میں گھروں کی خریداری سے قانونی طور پر روک دیا گیا ۔ آباد کاری کے قوانین میں ایک نئی شق کا اضافہ کیا گیا جس کے مطابق دس ہزارسے زائد مالیتی پراپرٹی مقامی سندھیوں کونہیں دی جائے گی۔اسی طرح دکانوں کی خریداری کے لئے بھی مقامی افراد پر پابندی لگادی گئی۔
