Welcome to the TLILIC005 training course for a licence to operate an elevating boom type work platform (boom height 11 metres or greater).

This course will allow you to apply for a WG  High Risk Work Licence with SafeWork NSW.

This course outlines the skills and knowledge necessary to safely operate an Elevating Work Platform with a boom of 11 metres or greater in accordance with the relevant legislative requirements. The completion of this unit does not automatically result in a Risk Work Licence to operate the plant.

Boom-type elevating platform is a telescoping, hinged, or articulated device or a combination of these devices used to support a work platform that can be used for personnel, equipment, and materials.

The person performing the work must hold a boom type elevating work platform (HRWL).

This unit requires that a person operating a EWP:

1. Plan the work/task.
   
2. Prepare for the task/work.
   
3. perform work/task.
   
4. Pack up.

It is a licenced, insured and accredited RTO (32365). All the instructors have completed their Certificate IV in Training and Assessment and are highly experienced, vocational trainers.

This fully equipped facility is designed to provide the highest quality training. The training facility is located in Ingleburn, offering a large array of equipment, structures and plant for construction, high-risk training, and access.

Before incorporating an EWP boom into your workplace, it is important to determine if the site is prepared for its safe and effective use.

There are many factors to consider to ensure your site is ready to use a boom type EWP. These include proper training, maintenance checks, assessing the site conditions and clearing requirements.

Assessing Worksite Readiness

Space and Accessibility:

1. Ample space is required for the EWP to be able to manoeuvre safely.
   
2. For a smooth project, it is essential that the work area is accessible.
   
3. Consider factors such as obstructions overhead and clearance height.
   

Worksite Ground Condition:

1. The ground must be compact, level and able to support both the EWP's weight and the load.
   
2. Uneven or unstable terrain poses serious safety hazards.
   
3. To identify potential hazards, it is important to inspect the ground thoroughly.
   
4. To create a safe work environment, you may need to take measures such as leveling and reinforcing.
   

Safety and Compliance

1. Safety is dependent on knowing the relevant laws, standards and guidelines.
   
2. Compliance is essential to ensure worker safety and legal compliance.
   
3. Fall protection systems are designed to prevent falls.
   
4. In an emergency, the controls allow for a rapid descent.
   
5. Outriggers are useful for stability, particularly on uneven terrain.
   
6. Safety harness attachment points for workers' safety.
   
7. Platform load sensors to prevent overloading.
   
8. Safety features must be regularly maintained and inspected to ensure compliance with regulations and to prevent accidents.
   

What will you learn

1. The EWP is tested to ensure that it can be used in compliance with the manufacturer's requirements and workplace procedures.
   
2. Workplace procedures are used to determine the appropriate paths for moving around and operating the EWP.
   
3. Consultation with the workplace person/s to ensure that workplan is clear, consistent and in accordance with site requirements according to workplace procedures.
   
4. Check that the risk control measures for the hazards identified are implemented in accordance with workplace procedure.
   
5. Operational checks are performed from base controls in accordance with the relevant manufacturer requirements and safe working procedures.
   
6. All platform controls must be located, identified and tested according to the manufacturer's requirements and safe working procedures.
   
7. The safety procedures are followed to ensure that the identified measures for hazard control and prevention are implemented.
   
8. EWP is located safely at the point of work within the work area, in accordance with safe working procedures.
   
9. EWP platform is designed for stability and work tasks. All operations are constantly monitored in accordance with safe working procedures.
   
10. The EWP is checked post-operational in accordance with the manufacturer's requirements and safe working procedures.
    
11. EWP booms are retracted, lowered and stowed in accordance with the manufacturer's requirements and safe working procedures.
    
12. As per the manufacturer's requirements and safe working procedures, apply the relevant motion locks and brakes.
    
13. Outriggers or stabilisers are stowed in accordance with the manufacturer's requirements and safe working procedures.
    
14. EWP is shut off in accordance with the manufacturer's requirements and safe working procedures.
    

Course Outcomes

• Statement of Attainment Nationally Recognised
• Apply for a WG High Risk Work Licence

Entry requirements 

• Reached 18 years of age to sit the SafeWork NSW assessment.
• A general construction induction card (commonly known as a white card).
• Proof of your current residential address
• 100 points for identification for the SafeWork assessment.

• Students will need to have a basic understanding and knowledge of English.

HOW TO APPLY FOR YOUR NEW HIGH RISK LICENCE IN NSW

The application must be submitted within 60 days after the successful completion of the practical assessment.

• Complete your training and be deemed competent
• Complete your application for National Licence to Perform High Risk Work which will be given to you by the RTO and their approved SafeWork NSW Assessor
• You also need your Notice of Satisfactory Assessment (N5 form  again provided to you by the RTO approved assessor). This is the original orange and white copy.
• Provide list of 100 points of ID
• A photo (passport quality) with your details written on the back
• Previous licence if you have it
• Go to a participating Australia Post office and apply
