No need to consult the "banned cards" list - those are all legal unless they conflict with these clarifying rules:
Any genuine Pokémon cards with the blue backs all the way back to the beginning (~1999) are legal, all the way up to cards with the "F" regulation mark. No proxies. No cards with an H, I, or J printed on them - but if you have an older version you can play the older version. For example: Professor's Research - you can play older copies but not ones with H/I/J. Cards function exactly as is written on the card. It doesn't matter if a card has been reprinted with different wording - follow the wording on the old card that's in your deck.
