After his partner is murdered, veteran plain clothes Detective T.J. (Thomas Jefferson) Hooker reverts to his former role as Sergeant and returns to the beat patrolling the streets and training recruits. Along with his young partners in blue (Adrian Zmed, Heather Locklear, James Darren) Hooker takes on Lake City's toughest criminals.

There is much anguish over the rights and wrongs of police work in this series. Hooker stood for traditional values, despite his own disappointments – a marriage that had ended in divorce, though he was still on good terms with his ex-wife, Fran (Lee Bryant) and a partner that was killed in the line of duty.

Hooker's tough, no-nonsense ways saw him often clashing with station Captain Dennis Sheridan (Richard Herd), but he always got the job done and was highly respected as a result. Also seen in the short first season, mostly on desk duty, was Officer Vicky Taylor (April Clough).
