Very rare first edition of this anonymously published pamphlet warning of rapid German ship building programs, and trying to modernize management of human resources on and below deck. According to a parliamentary debate this work 'was issued by Admiralty Order to the men's libraries on His Majesty's Fleet in 1906' (Volume 17: debated on Wednesday 15 June 1910).

COPC locates copies in the Bodleian, the British Library, with the National Trust and in the National Library of Scotland.
