Well, the answer is YES. Conditioning is a separate process from shampooing. Shampooing removes your dog's oil and dirt from their skin and coat, and conditioning helps replenish and add nourishment back.
That's why shampooing and conditioning can't happen simultaneously.

 HEMP DOG CONDITIONER DIRECTIONS

Following Hemp Dog Shampoo:

1. Use small amount of Hemp Dog Conditioner or mix Hemp Dog Conditioner in a bucket of warm water and apply onto the dog’s wet coat.
2. Let sit for up to 10 minutes.
3. Rinse thoroughly.
